Who is Halrloprillalar Hotrufan (Prill) from Ringworld and what is their importance?

Halrloprillalar Hotrufan, also known as Prill, is a member of the race that built the Ringworld. Once a prostitute aboard a transport ship, Prill returned to her home city after finding Ringworld destroyed. Once home, she found a police station that she was able to operate and has lived in the floating police station for years. She captures flying cars, hoping to find a civilized member of her race, and has gone partially mad, believing herself to be a god.
