Who is Commander Daniel X. McCafferty from Red Storm Rising and what is their importance?

Commander Daniel X. McCafferty is the commander of the USS Chicago. His attempts to sink Russian submarines and ships have been thwarted, and he is unable to locate enemy targets. He later learns that he had destroyed a target and saved a Norwegian crew though he hadn't remained in the area long enough to verify the hit.
