Who is Tim from Poor Richard's Almanack and what is their importance?

Tim is a ficticious character from one of Franklin's sayings. He is so intelligent that he knows the name for a horse in several different languages. His skills in language, however, far outweigh his common sense.... and he buys a cow instead of a horse.
