What are Cigarette and Matches?

Detective Inspector Ardery finds a cigarette with several matches at the point of origin in the Celandine Cottage fire. Ardery believes this is a rudimentary ignition device that the killer used to ensure the fire would start, but not until he/she was far enough away to escape injury.
