Who is (Doctor) Ewing J. Halyard from Player Piano and what is their importance?

Halyard works for the State Department as a tour guide. He shows the Shah of Bratpuhr around the United States. Halyard finds out that, due to an administrative error, he's missing credits for Physical Education for his undergraduate degree at Cornell, and so his master's and doctorate are invalid.
