Honesty is a recurring idea in the story. Plan of Attack is rife with dishonesty, deceit, and disinformation. Clearly, Bush takes office determined to finish his father's work by toppling Saddam, but initially bides his time, pushing through the massive tax breaks he had promised his followers in the narrow 2000 election, and then attacking al-Qaeda's training camps in Afghanistan.
