What is the subject of Wa Thiong'os chapter 11 of Petals of Blood? What is the attitude towards the subject?

The main subject in Chapter Eleven is "progress," and the way progress serves to make some rich, but also the way in which the rich continue to prosper at the expense of those who remain poor. In Wanja's words, "This world, this Kenya, this Africa knows only one law. You eat somebody or you are eaten. You sit on somebody or somebody sits on you."
