The Sheep . What is the significance of the title? How does it help to characterize the people of Iran?

The masses (general public) are like sheep. They are ignorant and easily manipulated by the Islamic State. They are uneducated and basically "dumb" like sheep. THey lack educatiion and the ability to see how they are being manipulated.
