Who is Feeney from Origin in Death and what is their importance?

Captain Feeney is in charge of the Electronic Detectives Division. He has ginger hair that is wiry, and his clothes look as though he's slept in them. When the search warrant for Brookhollow Academy comes in, Feeney joins the group that goes to enforce the warrant, and when they discover that another murder has been committed, Feeney is left behind to conduct the search along with a team of droids while the others continue their investigation.
