What was a higher rank in the parish; parish beadle or workhouse master?

Mr bumble considered marrying mrs corney and becoming workhouse master a promotion . yet other dickens work mentioned that the beadle a senior position. can you explain this . thank

From the information I have been able to gather, the Master was the highest position in the workhouse. I see no correlation between the position of Beadle and Master, and although, the beadle is a representative (official) of the church, his position is not as high as the Master's.
