Why is Odder taken to the aquarium in the novel, Odder?

The scientists discover Odder, who they label “Otter #156,” when she is just a pup. They try to search for her mother because they believe she deserves a life in the wild, but they cannot find the mother, so they take Odder back to the aquarium.
