How is the gin a symbol in 1984?

In this Orwellian world even one's vices are prescribed, so even if he downs several shots of gin and smokes cigarettes, it's because that's what he's been 'allowed' to do. Therefore, the gin doesn't have the same effect on him as it might if he were free to choose the type of alcohol he will consume.
