The Institute of Law Enforcement and Heroics is the foremost institution in the City. Its purpose is to mold young men and women to become either superheroes, law enforcement agents, or guards for the City. The Institute includes a fortress, a headquarters, and several research facilities all overseen by the Director. Goldenloin is the face of the Institute, and its lead hero and champion.
