Who is Lou Reed from My Soul to Keep and what is their importance?

Lou Reed is the man who owns the I-Ten Inn. A pizza delivery boy brings Lou's attention to crashing noises and screams coming from Room Two. Lou checks out the room and although everything seems okay, he gets his brother-in-law, who works with the state patrol, to run the tags on David's car. Because of this, Lou learns he has a murderer staying in his hotel.
