Who is Constable Ned Cameron from Mrs. Mike the Story of Katherine Mary Flannigan and what is their importance?

Constable Ned Cameron is the policeman in Grouard, who tries to rescue Jerry West, Timmy's hunting buddy, when a grizzly attacks and kills him. He is not as capable as Mike in his job, and he is a source of irritation to the group who walks to the Mission because he cannot cease talking about the grizzly bear attack.
