Who is Service Man from Mr. Popper's Penguins and what is their importance?

The service man arrives at the Popper home to convert the Popper's refrigerator into a home for penguins. The service man thinks Mr. Popper is crazy for wanting such alterations, and he is argumentative. He is scared out of the house when Captain Cook the penguin starts pecking at him.
