Who is Mrs. Callahan from Mr. Popper's Penguins and what is their importance?

Mrs. Callahan is the woman who is astonished and frightened by Captain Cook when Mr. Popper takes the penguin for a walk on a leash. Later, though, she sends a custard for Captain Cook, in a bid to make him feel better.
