Why does Shere Khan prey on humans and domesticated animals in the novel, Mowgli’s Brothers?

Known as the Lame One (due to his lame paw), Shere Khan is noted for disrupting the Laws of the Jungle. Because of his lame paw, he preys upon man and domestic cattle.
