Why is Eilif a hero in the commander's eyes in the play, Mother Courage and Her Children?

Eilif is a hero to the commander because the troops were starving and the peasants were hiding their food. Eilif, in response, was brutal in his retaliation against them. His violence and cruelty to assist the soldiers was considered a great service.
