Why doesn't the Elder Brother marry Moll in the novel, Moll Flanders?

The Elder Brother considers Moll his mistress and has no intentions of marrying her. Eventually, he tires of Moll and creates a series of deceptions, putting Moll into a position where she must marry his brother, Robin.
