What causes the massive flooding in Miller's Valley in the novel, Miller's Valley?

The government, unable to force everyone in Miller's Valley to sell their land for the construction of the new reservoir, alters water flow from the Roosevelt Dam to increase the water table in the valley, ultimately leading to the great flood which causes the holdouts to sell.
