Why does Lieutenant Commander Ivan Malkin prepare for execution when the Soviet inspection unit visits Odessa (1938) in the novel, Midnight in Europe?

When Lieutenant Commander Ivan Malkin is visited by the Soviet inspection unit, he is immediately prepared to be executed by the group, even though is only "crime" is not maintaining an orderly facility (213-214).
