Hitler says that a state should be is highly "ethno-centric". He asserts that the state is not merely a voluntary grouping of people under government power, and that it does not exist to serve men, but rather, men exist to worship a state. The state is not an end but a means, and it is the premise for the foundation of a higher human culture.

According to Hitler, an Aryan is a Germanic man with fair skin, blond hair and blue eyes. He claims that the Aryan is superior to all race, and that it is, in fact, the master race.
