The Seventeenth Amendments effects Senators in that this piece of legislation requires Senators to be elected by popular vote. This amendment is signed in 1913 and prior to this, new Senators win their seats by appointment from their state legislatures. This Amendments is put in place under the presidency of Woodrow Wilson in the hopes that Senators act in accordance to the needs and desires of the people they represent.
