What Kohlberg stage of moral development is Jack in from Lord of the Flies?

An argument could be made for Jack from Lord of the Flies falling into either Level One (preconventional) or Level Two (conventional). It would seem that he leans more toward a level one because without adults to set the parameters, there are no punishments or reward and therefore anything goes (and it usually does). However, there is some heirarchy among the boys (even the baser individuals) so one could assume that a Level Two stage had been reached where the boys have decided who a leader will be and they are following this leader more or less; all determining new rules for their own society.
