The boy with the birthmark started the whole plot, really. If he hadn't mentioned the beast, Simon would have still lived and Jack's crew wouldn't have risen to power so easily. The boy with the birthmark, Piggy, and Simon all represent a small group of people that can easily go unnoticed. Piggy = intellectuals, Simon = the neutral, and boy with birthmark = the weak.
