What is Napoleon Bonaparte's response to Le Havre's liberation in the novel, Lord Hornblower?

In response to Le Havre's liberation, Napoleon sends troops to Le Havre to take it back. Le Havre is an important port town and just like Admiralty's response to the Flame's mutineers, Napoleon cannot have his authority thwarted or be seen to be weak with those under his control.
