Who is Roscoe Brown from Lonesome Dove and what is their importance?

Roscoe Brown is forty-eight, and the Deputy Sheriff of Fort Smith. He's a confirmed bachelor and proud of it, having once told July that all he had to do was look at the women in his life and that was enough to scare him off. Roscoe is not fond of July's wife Elmira, or of July's sister-in-law, Peach. When Elmira leaves, Peach insists that Roscoe go after July and let him know. Roscoe tries everything he can think of to get out of it, but the townsfolk don't care. He reluctantly leaves, with a feeling that he won't see Arkansas again, and on that note he is correct.
