What does Fleur mean when she describes Beryl Tims and Dottie as "English Roses" in the novel, Loitering with Intent?

Fleur is a keen observer of people and tends to categorize them by type. Dottie wears a perfume called English Rose, which happens to also be the name of the color of Beryl Tims' lipstick. She seems them as similar women, large and thick with clear moralistic views of the way the world should be, and always in need of affirmation from a man.
