Why do the Honeycutts contact the authorities in the novel, Lock and Key?

When the Honeycutts stop by Ruby's home to replace some slats in the porch, they see that Ruby has a makeshift clothesline stretched across the kitchen because the dryer isn't working. Once inside, they find "everything else," including stacks of dirty dishes, after which, they contact the authorities.
