Who is The Incredibly Deadly Viper from The Reptile Room and what is their importance?

The Incredibly Deadly Viper is actually a very nice snake and quite harmless. He quickly becomes friends with the Baudelaire children. He even helps the children create a diversion while they attempt to reveal Stephano's identity. When he is taken away at the end of the book, he cries over his separation from the children.
