Who is Roberts from Lieutenant Hornblower and what is their importance?

When Buckland takes over command of the Renown, Roberts is promoted to 1st lieutenant. Roberts is described as a kind and capable man, who does a good job in his new post. Unfortunately, he is struck and killed by a cannonball during the ship's first attack on Santo Domingo.
