Who is Ludlow from Legends of the Fall and what is their importance?

William Ludlow is a retired Army Colonel. He loses respect for the government when no one responds to his recommendations for the treatment of Indians in Montana. Over time, Ludlow becomes more and more reclusive, and he later has a stroke, which takes away his capacity for speech.
