Things had started going wrong for Donovan. First an unfounded rumor was spread that Donovan was having an affair with his daughter-in-law. Truman already did not like Donovan, and this displeased him even more. Then a 59 page report listing charges of gross mismanagement and incompetence within the OSS was manufactured by Donovan's rivals and sent to Truman. Then Truman shut down the OSS.
