How does the author use foreshadowing in Keeping Faith?

Each chapter begins with a quote. They range from John Milton to John the Baptist and cover an array of topics. The quotes seem to offer at least some foreshadowing of what's to come in that particular chapter. Some of the quotes are concocted by the writer specifically for this book. For example, there is a quote that is attributed to the opinion page of the New York Times, but Ian Fletcher is the subject of the quote, meaning it's not truly from the Times but was made up for the book. Nonetheless, these add a level of credence to the book - even though some are not actual quotes.
