What complaint did Umbricius have about the Roman court system in The Sixteen Satires?

Umbricius claimed that only the poor were put on trial. When one was accused of a crime, he was not set free based on his innocence, but rather on the amount of money that he was able to pay the courts. He did not want to live in a land where the poor were mocked by justice on a daily basis.
