What does Bam try to explain about why the chief shouldn’t kill his own people in the novel, July’s People?

Bam understands that the government has bribed and tricked many of the blacks in South Africa to fight against their own brethren for their small bits of power. Bam knows the chief will kill other blacks if it means he can retain his power, and for Bam, this is not acceptable.
