Jonathan Swift

It appears that A Maypole by Jonathan Swift is political. Can someone please tell me what political circumstance he is writing about? Perhaps it is government, perhaps it is church government. Thanks

After reading this poem the only political aspect I can see is that the pole could represent the government and the other things in the poem could represent the people that expect the government to take care of their needs.
