Who is Penn Carson from Jim the Boy: A Novel and what is their importance?

Penn Carson from Jim the Boy is Jim's best friend. He lives on the mountain and Jim assumes that because of where he lives that he must be poor. This is not exactly true. He is the more mature of the two boys, as well. Later on in the story, he is diagnosed with Polio.
