Who is Jem Tanner. from In the Hand of the Goddess and what is their importance?

Jem Tanner is actually Duke Jemis of Tusaine, King Ain's brother. He infiltrates King Roald's army so he can spy. Jem and his brother are responsible for kidnapping Alanna, presumably at the request of Duke Roger.
