Why does Mac put Doc Burton in a tent with ten armed guards to protect him?

Mac notices that everyone likes Doc Burton, which could intimidate their opposition and cause more of a need to get rid of the doctor. If Doc Burton is ever taken, the fight will be over as the health department could shut them down without him.
