Why does Doc Burton make the remark about shooting Mac if he were the boss of the other side?

Mac wants the funeral to tie up with noontime traffic. He seems to be concerned only with Joy's function and not at all concerned with a man being dead. Everything about Joy's death is being used strategically, which makes Doc Burton sick.
