What reasoning does Doc Burton give for why he is working so hard for the Party but is not a Party member?

Doc Burton explains that he wants to see the whole picture and not just a one-sided view. He sees social injustice as a disease but is unsure of the cause or cure. He sees the strikers as an infection and he is curious to see if the body or the disease will win.
