Who is Adela from Honor's Splendour and what is their importance?

Duncan's sister, Adela, is little more than a walking zombie when she and Madelyne first meet. She doesn't talk and never bathes..... at least until Madelyne forces her into a bath tub and is screamed at for her trouble. Afterward, the two become close friends.
