What are Orwell's observations about Spanish culture in the opening chapter of the book, Homage to Catalonia?

Orwell speaks English and French, but has only rudimentary Spanish skills. He is further confused by the Catalonian dialect and for several weeks, he does not understand much of what he overhears. However, Orwell notes while Spanish culture is not always efficient, individuals are friendly and charitable.
