Why did the author use Herbert Norkus' death as the introduction to the book?

In my opinion, Bartoletti used Herbert Norkus' death as a way to explain how the Nazis used propaganda to gain control of Germany. By propagating the evils of the communists, the Nazis used Norkus' death to garner sympathy and support for their party.
