Who is Uldemar from Heir Apparent and what is their importance?

Uldemar is tall, bald, and his eyes are completely white, resembling ping pong balls in that they have no pupils or irises and are totally white. Uldemar continuously tells Janine that she smells of the dead, and that she carries the dead with her. He tells her that she likely brought several hundred dead with her when she returned from the catacombs. Uldemar scrys for the dragon for Janine, telling her that it is in the southern province in a cave.
