What is the author's style in Graceling by Kristin Cashore?

The point of view of the book is that of an all-knowing observer, and all characters are referred to in the third person, except when they are speaking and thinking. At the same time, Katsa is the central character, and her thoughts and feelings are always described and made known to the reader. Katsa is also present in all scenes of the book, so for all intents and purposes the book could be written in the first person as the experiences and memoirs of the fictional character Katsa.
