Who is Cinesias from Gorgias and what is their importance?

Cinesias is a character in Aristophanes', Lysistrata. He visits Acropolis to propose an affair with Myrrhine, who agrees on one condition..... that he end the war he is engaged in between Athens and Sparta. When he tells Myrrhine that he agrees to think about her terms.... she leaves.
