Who is Will Billingsley from Going Too Far and what is their importance?

Will Billingsley was John's best friend in high school, as well as his teammate on the track team. Will thinks Meg knows about John's brother, but realizes she doesn't when Meg and Tiffany show up at Rashad's party.
